Contact Western Union's home office, your state's Attorney General and the Better Business Bureau. File a complaint with all three.

Search for other cases against this guy. Clearly, someone has already done some complaining. Probably someone has tried to prosecute and your experience may help. I don't think you have much recourse on your own, as you have no proof he was scamming you.
