People NEVER have 2-3 weeks warning for a hurricane. Hurricanes form in much less time than that. Modern equipment and forecasting allows for maybe 2-3 days' warning before a hurricane may hit an area. Even that is not always certain because the track of the hurricane can vary up until almost the last minute.
I live in a coastal area that has been hit by hurricanes before. People make the choices they make about evacuating or not evacuating for a variety of reasons. Some have no way to get out. Some people are frightened of leaving their homes. Some people are gone the minute the evacuation order is issued. Other than physically removing people, going house to house, there is no way in the world that a government can ensure that everyone leaves. Some people simply will NOT leave. Unless you live in an area that gets hurricanes, you won't understand. I'm not condoning it. I'm simply telling you that it happens.

Enough warning to evacuate. Living in an area below sea level, one should heed the advise to evacuate when given warning of an impending hurricane.
Local officials should have forced everyone to evacuate, resources were available. Those that then chose not to would have no one but themselves to blame.

They had about three days warning. Many people evacuated but a combination of mismanagement, wishful thinking and an 'it won't happen to me' attitude resulted in many people not leaving.
One of the common themes we heard from the people my unit pulled out of the flood waters was: "I didn't think it was going to be this bad."

Enough to make sure that many people actually acted on the recommendation to evacuate. The people who stayed didn't realize that it was a very very bad storm because they are used to getting hurricanes regularly there.

THEY HAD PLENTY OF WARNING THEY WERE JUST TOO POOR TO RUN. THE STATE DID VERY LITTLE TO EVACUATE THE PEOPLE.
