The operon area is essentially the regulatory center of a gene. The operon may have several regualtory regions in which a multitude of regulator proteins may bind. The promoter region of the operon generally regulates the transcription of the gene.

Why don't you try looking at your textbook? I'm sure there is a very nice diagram of an operon showing all of the important regions and showing you where a regulatory protein binds.
