What is an International Reply Coupon?

I'm not sure what an IRC is. I know they are to be sent in the place of an SASE, but how do you ACTUALLY use them? Do you need postage?

If you are requesting something from another country, a SASE will not do the other person or company any good since they need to use a stamp from their country.

You buy an IRC from the post office in your country and send it to the person in another country.

An International Reply Coupon Can be used by the recipient to purchase postage in their country in order to send you what you are requesting.
