It has happened many times and I've been even the one to burst into tears.
I would just hug them while they are crying and say whats they matter? why are you crying? did i say something that made you cry?
I would think that its something that they've been going through before we started to talk. I would offer help even without knowing what the problem is.

These days I'm more likely to burst into tears but if someone did that I would try to find out why. I lost someone close to me recently so I have done that a few times.

I would certainly ask what is wrong, and then give her a hug, or a shoulder-pat, and ask her if there is anything wrong, like a family problem, or something in school, or whatever. Tell her that your with her 100% of the way with her, and that you will listen to her. When she is ready to talk to you, you should be listening.

Ask what's wrong, then give her a hug. Or at the very least, a shoulder-pat.
