Letting teenagers do anything sexual in the first place undermines abstinence education that saves lives, so why not ban any teenage sexuality altogether? Teenagers are still children, they don't need to be sexual at all.

A way to get this to work would to have teenagers take regular tests that have questions like "have you ever been sexual", etc. If they fail or refuse to take the test, their parents can be arrested and thrown in jail for it, encouraging other parents to tell their children why sexuality before marriage is bad.

People are free to make there own decisions in life. Yeah, maybe it sucks that there is such big consequences to it, but really you sound stupid! Sex should not be taught as an evil thing. It's not evil or dirty. Maybe you should teach your kids about responsiblity and learn to talk to them about it. Jails are over crowded now. Imagine what it would be like if ppl are thrown into jail because of that. You can't stop nobody from doing what they want to do. You should know that already from when you where younger. The more you discouage it the more they are going to want to do it. People have that right. Yes, even kids. That's the only way they learn.

I must say that I agree with you one hundred percent. But for a different reason. Not because abstinence saves lives, but because there are millions of teenage parents having children which will not be raised properly and continue the cycle of degeneracy.
Teenagers should not be allowed to "hump" each other while dancing at junior high and high school dances.
Popular shows like "The real world" need to be taken off of television. Is this telling young people that in "The real world" everyone gets drunk and sleeps with random people. Same goes for most reality television where "hook-ups" are cool.
All schools need to have dress codes which are enforced. 12 year old girls should not be wearing hooker clothes and have thongs showing from their low rise pants.
My parents raised me with decency, however the media combats decency. For those growing up with a lack of parenting, the media and schools are all the parenting they recieve.

Yes lets legislate human nature. I am sure your going to find guys who are at there sexual peak at eighteen will have an easy time not doing anything sexual. You want a bunch of sexually frustrated teenagers running around fantastic watch how high rape and sex crimes go up with kids in high school. Let the poor kids do it.
Your test and punishment is even stupider than your question.

Why try and ban something that's entirely natural? And why try to control what people do?
Education: very thorough, early, accurate, and mature education is the answer.
And abstinence is not necessarily the best option for everyone. Try to force that on them will cause many of them to have the opposite reaction.

Pretty shallow argument against abstinence programs, chuckie. Nobody is saying teenagers are not sexual. Nobody is saying they don't experience sexuality.
But most teens are not ready for the responsibilties and consequences of sex.
The best course of action for teens is to practice abstinence.
Should schools tell the children to smoke 'light' cigarettes because they'll probably smoke anyway?
Should schools tell the children to pace their alcohol consumption because they'll probably drink anyway?
Should schools teach the children how to roll proper joints because they'll probably get high anyway?
But they should tell them how to have sex and give them condoms and pills and then be surprised that teenage pregnancy, abortion and STDs increases?
Give me a break!

Technically, teenagers having sex IS illegal. It's called statutory rape. "Statutory" meaning according to statute or "by law". It is illegal for teenagers to have sex, but that doesn't, and has never stopped them from doing.
And what specifically constitutes teenagers being "sexual", and how would you go about "banning" it?

I agree with some other people... good luck... just because you give them a test doesn't mean they won't lie about it! I mean when I was younger I had sex and when my parents asked me I said... umm.. no of course not! There is no way to do that!
