It is difficult to do legally. Usually you can do the following to help you figure it out:
-Do a reverse lookup of the phone number on a site like www.whitepages.com. While it won't tell you who the phone number belongs to, it will tell you which company the number is registered to. That might be a start, especially if you know someone who works for that cell phone company. (hint)
-Call the person's number and wait for the voicemail to answer. People sometimes identify themselves on their voicemail greeting.
Other than those two options, there isn't much else you can do.

The free reverse phone lookup sites generally doesn't provide anything interesting. To get interesting information, you should spend a bit of money. The free searches do not provide much more than what can be found through the phone book or personal knowledge and they only want your email to send spam. With their reverse cell phone lookup tool you can find out information behind any cell or land line number. Type in the persons cell phone number and you will be given access to their report, including name cell and land line numbers, and address.
It can be used also for a much deeper search. People wanting to get hold of all kinds of background reports, as well as cell phone numbers, addresses and names..
If I remember well there are 2 options:
Basic:
You get only one report.

You get unlimited reports... I went with this option because I wanted to verify more numbers. You can get the name, other phone number, address history, relatives, and much more about anyone!

I don't know that this will work, but you surely could try it!
My wife and I own a new Acura with the latest dvd/gpslink navigation system...The other day I missed a call before the phone and bluetooth link in the car had synched, and the caller's name/number were unknown to me...I typed the phone number into the navi system et voila: I had the data. This also works with landlines, especially if you have hotels', restaurants', or private residence's numbers...
I caution that, with some folks still ignorant as to the allowances regarding cellular number portability, there are probably many cell nos. that will not be found by this methodology. Still, if you happen to know someone with an Acura/Honda navi system - or another manufacturer's that offers similar functionality - give it a shot: couldn't hurt!

Sadly reverse lookup is not availible in the UK, so unless it's a nuisance call you can't.
you could always try ringing it, either wait for the voicemail and get their first name from that (90% of ppl introduce themselves) or call under the premise of offering an upgrade or false sales pitch, then get the persons name from talking to them, if you have the marbles to do it that is.

Alternatively, ring it and if it's a guy ask if thats "Mike", the person should reply with "no, it's john" ,then you say "oh, John Smith?" theres a slight chance they may give their surname as your one will almost certainly be wrong, but then again they might not. you will have to think on your feet, maybe do some research into "Social Engineering" (Google it) to help you.
Sadly though there is no way to trace a number in the UK unless you have the (corrupt) services of the Police, Social Services or Telecoms company.

One of the answers here was about as dead-on as you could get (reverse lookup in the US and calling voicemail). Other than that, you can call your wireless provider and see if they can supply you with this info. Because of provacy acts, etc, it may be near impossible to get this information. The only way you can LEGALLY get this info is if it harrassing calls, threats, stuff like that. Then you have to see a judge and they have to issue a warrant for the phone records. Hopefully the number you are trying to obtain isn't worth all of this.

I used that website http://www.echeck.pcti-system.com .. the one referenced by that detective guy. I found exactly what I was looking for. So much for Mr Right, or rather Mr Convicted Felon with 2 Liens against him totaling over 30,000$ and an ex-wife I never knew about!! Thank God I found out the truth before it was too late. We were almost engaged!!
