Tipping is usually only for services where the person serving you has control of the situation. (Eg. Hair dressers, servers at the bar, etc.) For the most part, tipping at dry cleaners is unnecessary because the person behind the counter is not the one who personally handled your items.
If, for instance, the owner gets a really bad stain out of your favourite dress 1/2 an hour before a huge party and brings the dress to your house, this would deserve a tip. (This happened to my boss more times than I could count, and he usually was tipped for it.)
It's also nice to give a small tip to almost anyone who provides you a service on a regular basis around Christmas time. Dry cleaners who know you (know what your name is and how your kid is doing in school), the gas station attendant you get gas from every week, your paperboy, the garbage man, etc. Most of the time a few dollars is nice to give them if they've been helpful in your life that year.
If you feel that your dry cleaners have gone above and beyond to get your cleaning done, tip them. Otherwise, leave it be.

I don't think that you would tip a dry cleaners, for cleaning jeans... you only tip for special services and then you pay them 10% of the bill so $1.30!

I don't get the concept of tipping everyone just for doing their job. Maybe you are afraid that your clothes won't come out right if you don't pay up. I only tip the wait staff at the restaurant because that is part of their salary and I start out at 20% unless they slip up then I go down to 15% which is the standard gratuity.

I don't because you can never be sure exactly who cleaned your clothes unless there is only one person working there?
If you offer a tip and give it to the wrong person, what good does that do?
I usually never do, because I am never there to see who did the actual work.

you can tip anyone who gives you special service, but most people do not expect an extra bonus for doing their regular job. It will gladden their hearts and make their Day to get a unexpected tip.

I think you tip if they are doing something special.
Example:
You spilled red wine on the white cashmere sweater your husband gave you on your honeymoon.
If they get it out, you tip.
On the normal day to day stuff, I wouldn't worry about it.
