Since she is 21, maybe you could find a local winery and get a glass and a bottle of local wine for her:)

What is she into? Music? Movies? Jewelry? Cosmetics?

Whatever it is that she's into that you haven't yet gotten her, get that! Stay away from bath products though, they're so cliche and generic. If you've been best friends for this long, you need to show how much you know her by getting her something she's into or something she really needs.

For one of my best friends recently I got her a new alarm clock for her birthday. She always complained about her crusty old alarm clock that she had for like 5 years, but never wanted to waste her own money on buying one. So I got her one that was hot pink and she LOVED it

gifts.com has good ideas.

does she have a nice hardcover copy of her favorite book?

does she have a favorite band? sometimes bands have rare cuts and b sides for sale on ebay.

if she is single, maybe buy her a match.com membership.

most girls like candles. do you have tuesday morning store nearby? they have offbeat stuff cheap.

or make her something. goto hobby lobby and get a kit and make a necklace or something.

if she likes musice you can buy people itunes gift certificate and they can download 30 songs, which is more than two cds worth.

I was gonna say a gift certificate to her favorite place to buy clothing, but seems like 30.00 might not be enough,
UNLESS, if she likes to go see movies or something you could pre-buy a certificate for tickets to a movie theater and even a certificate to get free popcorn and drink or something.

You could also get a certificate for getting a pedicure and manicure done, or a massage. Those are soo nice and not too expensive.

Gosh, you know her better than we do. Listen closely to what she says about her wants. Buy her a nice CD or DVD or invite her to a special Christmas lunch or cook for her. I also like those fluffy scarfs that Target and Kohl's have.

The very best gift is the gift of your loyalty and friendship!!!
The price of "the gift" that you choose is not important...just make sure it is thoughtful...and personal..YOU know her very well...so you need to look with your heart...and with love for your friend...and the PERFECT gift...will "jump" out at you and you will know it when you see it!!! It will be something that only you could be thoughtful enough to buy!!! She will love it!!! Don't worry!!! It will come from your heart!!! That is the JOY of shopping and GIVING!!!!

If it was me I would just give her a $30 gift card then she can use it for what ever she wants.

get her something that reminds her of you. maybe blow up a picture of the two of you and frame it. little things like that don't cost much money but mean a lot more
