I'd say the better flute makers are:
Burkhart
Brannen
Miyazawa
Powell
Nagahara
Muramatsu
Haynes
...but the starting price for most of those flutes is at least $6,000.
I have an Armstrong, I dont' care for it too much. If you're not looking to spend alot, look into Yamaha. Just be careful of the flutes being sold on ebay because they are of very poor quality. (Sky brand, Palantino, and many other names that the chinese flutes are sold under).

I'm a music teacher, and I have to say that I have never heard of Palatino. I own an Armstrong professional model with the gold lip plate. I LOVE it, and highly recommend it.
