because the u.s. companies don't like the competition. no other reason! because we can sue the foreign companies unlike the u.s. where you have the Conservatives passing tort reform laws making it impossible to sue them for gross negligence in case you have not followed any news lately about the big American pharmaceutical companies and their false FDA studies!

The American Pharmaceutical Industry is a Multi-Billion Dollar business. When people buy their medications from Mexico or Canada the CEO's of these companies who earn multi-million dollar salaries get a little perturbed. It's the same in the oil industry. That is why it has taken so long for car companies to make alternative fuel vehicles like the car that runs on Hydrogen from H2O. You see they haven't figured out a way they can get filthy rich on water. Get it?
Check out this link on the Hydrogen Vehicle.

The legal drugs that we used in the USA have to be approved first by the USDA, to make sure it is safe. In the third world countries like Mexico, they don't have this controls. They don't even have laws to regulated their medicine and if they have them they don't implement them. They are very relax with their laws and this is the reason that we the USA can't take any chances with these so called legal drugs. The laws in the USA concerning medicine is very rigorous and the best in the world. So don't trust any medicine that is not approved by our US institutions, play it safe is your life.. You have a good one..
