To purchase a replacement radiator, about $103.21 + shipping. See link below. I've purchased replacement parts from this place before, and never had any problems.
You can either replace it yourself or find a mechanic to replace it for you.

THAT DEPENDS ON THE LOCATION OF MANUFACTURE OF YOUR CAR
IF THE NEON WAS MADE IN THE USA I SELL RADIATORS FOR $84.00
IF IT WAS MADE IN MEXICO I SELL THEM FOR $234.00
YOU CAN TELL BY THE FIRST DIGIT IN THE VIN CODE OF YOUR VEHICLE.
USA = 1
MEXICO = 3
LOOK ON YOU TITLE OR REGISTRATION OR ON THE WINDSHEILD DRIVER'S SIDE BOTTOM FOR THE VIN NUMBER
IF YOU ARE HAVING IT REPLACED AT A GARAGE THEY WILL CHARGE LABOR AND ANTIFREEZE AND ALSO FOR A SYSTEM FLUSH
ABOUT 1 1/2 HOURS TIMES THEIR LABOR RATES
