OKay, the best way to get noticed is by networking, and the networking comes after a few people start noticing your talent. If you have a good talent, it will be quick for you to get noticed.
You should try selling a few artwork within your family, friends, work, etc. Try myspace.com too, and every possible online service...Like you could have put a link in your question so we could all see what your artwork is all about.
Start going to galleries, and analyze what people like and where they go to the most.
Keep a drawing or something from your artwork inside your car (trust me it works) and make it noticeable. People will start seeing it as they walk by, or as the drive by, and they will be amazed (if you have a good talent). Make sure you waive at them so they know you noticed them.

Well, what many people do is go to art shows or festivals and set up a stall where you can display your work to the people in attendance of the show, additionally you could try taking some images of your work and sending them to art magazines and ask them to place them in the magazine somewhere, and also you could try contacting various art galleries and museums and asking whether they would be interested in displaying any of your work, normally after large art shows or presentations when there are few exhibits, galleries look for 'fillers' for between large exhibits, hope you get your work out there and enjoy what you do
