A vote could shift the responsiblilty to Iraq.

Uh, gee, let's see:

1 - Over 80% of Iraqis say they want the US out of Iraq,
2 - Over 60% of Iraqis say they want the US out of Iraq AFTER stability is restored, and
3 - Ergo, they want us to stay until stability is restored.

Simple? If you say so!

Yes, the problem with that is that Iraqi's may not know what is best for them and the region. You have to remember they have been told what to do for the last 40 years and have been shielded from reality of world politics. If it were just Iraq at stake then I would say let them decide, but the whole region is unstable and the collapse of Iraq may lead to many other problems involving Iran, Syria, Lebanon, etc.

Almost all the polls show that the majority of Iraqi's don't want American troops there. That's not a vote, but it probably does represent the general feelings of the people.

What a grand Idea before we go to war with a country they should have a vote then we'll just leave them alone and let them attack us as they choose. And then the president could come on TV and say shame on you with the index finger crossing motion. You need to have another vote. Or sit in a corner and think about what you did.
