You can boot in your Windows XP CD and boot into Windows setup. From there, choose to install Windows. When you come to the page asking about formatting your drive, leave the file system and use the existing one. Then let the CD do the work of re-installing Windows. Once it's done, you will be back in Windows XP and you will be able to access your files. Only system files will be affected. The rest of your data files stay.

If memory serves, just re-install the OS without re-formatting the drive. There's also an option to repair the OS. Try that first.

What OS do you have?
Also, do you have the OS CD?
Or, do you have just a 'install disk'?
Do you have just one hard drive?
