By pulling out the money and ask the person next to him. First poster got the right answer. Blind person confirm the bill denomination with a sight person and then fold it at a certain angle so that he can recognize it. Example $100 would be dog ear fold, $20 vertical fold, $10 horizontal fold and so on.

the 100 will smell fresher and most likely be crisper since there are not many in circulation.

he could also hold a lighter up to one and ask someone if he should burn it. If the person freaks out, it is a 100 dollar bill

as far as I know they really can't. there are regulations coming into play now that say the government has to come up with a way to change that so blind people can determine just by feeling...of course

They can't unless someone helps them. I knew a blind guy who would fold all his money differently so he knew which bills were which.

Maybe the way they fold it or maybe even texture sometimes...One dollar bills are generally more worn out from use.

I don't think they can by themselves. I think they use folds to tell paper money apart but obviously they need a trustworthy person to help them.
