Well, Creon was a perfect leader of the city! He made laws of justice which are better compared to that of any existing country!
Being close to perfection and having the law in his side, he is certain he is doing the good!
Antigone is a figure above the laws, in means of level. She is not confined within the people driven system, but she harminizes her decisions with Divine laws and ethics!

Creon is staight forward and only cares about the law where as Antigone is heartfelt and emotional and only cares for what is right not what is legal. She thinks with her heart and he thinks with his mind... well until the end then its sort of a mix of mind and emotion.
