Since "of the solutions" and "personal development" are details, are descriptions of "one" and "classes" respectively, just remove it to test the (is) and the (are).

You are talking about ONE of something...ONE IS. Don't let the word solutions throw you off from the correct choice. To shorten the sentence, it makes sense to say "One that can be applied is..."
