Well are you worried about your bills getting paid on time? If so put the postage on to make sure they are paid ASAP. If not, then no you don't have to.
But you are risking it being thrown out. Because YOU are sending it to THEM, but it's already in YOUR location the postoffice will wonder how it even got out of the companies mailbox at THEIR location, so it has made it all this way and no one has paid anything...
Your chance. But JUST to be sure, go to the post office and ask, or visit the website.

Usually there is a stamp on the envelope that says "postage paid". If you do not see that stamp, just put a stamp on to be sure your bills are received on time.

I thought Angela Knows All?

Put the postage anyway especially if you will get penalized for late payment.

Yup, if the return address and the going to address are the same....no postage required.

YES THEY WILL RETURN THE MAIL TO THE SENDER. BUT IT MAY TAKE A FEW MONTHS BEFORE THEY GET IT BACK. IN THE MEAN TIME YOU WILL GET LATE CHARGES. .39 IS NOT ALLOT TO MAIL OUT A BILL.
