I hope you're kidding. Are you offended by the term "blacktop", or is some group of people asking the ACLU to get the word changed?
I have never though of the term "blacktop" as offensive. It's just another common name for asphalt, macadam, or pavement.
Some people are SO literal. They can't use the term mankind, flagman, chairman, etc., without feeling the words are sexist is some way. As a result, they strain to make English fit their world view, and make themselves sound silly.

Black is a colour and the road is black, not african american. That is a ludicrous statement. African americans and Africans are not black; they are actually various shades of brown and creme and wood colours. Black they are not. Melanin rarely comes in the actual colour black; therefore, what offense is to be taken when tar and asphalt ARE black.
