what was the name of the programme which was the predecessor to Take Hart. It was an art programme which also had parts for deaf children in it!

Yup, it was Vision On.
I remember during the opening titles of the show the words "Vision On" were reflected to make some sort of animated bug thingy, and that I quite fancied the woman who signed for the deaf.
But you do these sorta stupid things when you're about 7 or 8...

This was called Vision On and featured Tony Hart in it I think also had Sylvester McCoy doing an outdoor thing in it.

The first thing that comes to my mind is "The new zoo revue" but wasn't on PBS, it was another local channel. They would dance and sing and there was a man and woman there too. The animals were a hippo, an owl, and a Frog. It was from the 70's initially but also aired in the early 80's. Hope I was helpful!
