No possible answer. The fractions you list are indeed not whole numbers. But a fraction is defined as the ratio of two quantities. So 2/2, 6/3, 10/5 are also fractions, but are reducible to whole numbers. Make sense?

It depends on the fraction, for eg:
1\4=0.25 is not a whole number.
whereas fractions like 12\6 = 2 is a whole number.
so for fractions like 1\4 it is true and for fractions like 12\6 it is false.
