an occelaris clown fish or a small goby would be good! You may also want to add a cleaner or peppermint shrimp! I wouldn't add more than one fish though, 15g are hard to maintain.

None... saltwater tanks should not be smaller than 50 gallons, ever.
Salt water parameters are very hard to maintain, and you have to do maintenance and oberservation at least twice a day to ensure you have perfect levels. 90% of tanks that small will fail.
If you just want to have a piece of liverock in some salt water, that's fine, you could even get a few shrimp, hermit crabs and maybe some mermaid plants, but do not get any fish or any corals... aside from the fact that they will most likely die, these creatures are being taken from the ocean, which are being depleted of organisms at an alarming rate.
Please stick with freshwater until you can accomodate and afford a larger tank with all the fixins. A proper saltwater setup can cost around 1000-2000$.
That being said, there are plenty of freshwater fish that are colourful and entertaining. In your 15gallon, you could have a could Neolamprologus Brevis. These are little shell-dwelling fish. They come from a lake in Africa, where the lake floor is littered with old shells. The fish live in these shells. They pair up easily, and the male and female will share a shell. They are easy to breed, and love to dig up shells, burry them, move them around, etc.

You could also get a pair of bolivian rams:

They are ultra colourful and will readily breed.
Or you could get a school of small tetras (neon, black neon, glowlight, harlequin rasbora) and a dwarf gourami, and some various shrimp.

15g Saltwater aquarium is a nano marine tank which would be much more difficult to keep than a big 50g+ tank. Unless you are an experienced marine aquarist and understand terms like specific gravity then don't even think about trying. You will kill your expensive fish with ease...

I agree the Mandarin Goby is appealing. I additionally particularly like the Moorish Idol even however those are quite confusing to maintain alive. Triggers and puffers are merely particularly cool looking and extra often than no longer have some large colours. Hawkfish are merely cool to reveal screen.

Personally I would choose damsels, they are hadry fish with bright colors and are smaller and very active. They would be great for a smaller tank and as the pet shop told me "you can't kill 'em"
