No special powers are associated with the scarf just as no special powers are associated with the baseball cap.
The main difference is the scarf is to cover up because they are con servative, and the baseball cap is either a fashion statement or a way to overcome a bad hair day.

The head covering doesn't imbue special powers. It's about modesty. Muslims believe that a woman should only show herself to her husband. It's about being pure in mind and body.
Edit: OP, no man is supposed to see them unveiled except their husband. If they don't have a husband yet, they still have to remain covered. If they unveiled themselves and later married, they'd have broken the rule. See how it works?

the headscarve is to cover the woman's' head from others, so to be showed only to her handsome, hair free, educated, fragrant, tall, honest , calm, non-violent, open minded, simple, gentle, well dressed husband.
The cap is just a fashion and to protects us from the sun.

I think its a fashion statement or they are out to draw attention
which ends up with a frenzy thanks to the media.Its best to ignore them.Sorry if you mean only the head scarf they wear them as there religion makes them.
