Yes, empiricism and the scientific method are thought to be most likely methods to lead to the truth. Of course, the "truth" for both of these methods tends to be what works best. For both, there is no absolute truth.

Yes. Objectivism (by Ayn Rand) is credited to be more rational than any other stream of thinking. "Spirit of Scientific Enquiry" as advocated by Francis Bacon is next best.
