I don't know how handy you are at sewing but doing a hem is IMO one of the easiest in the sewing department. Cut off however much you need to, but leave and extra inch so you cando a double roll. Roll once, 1/2", roll again, 1/2", press with an iron then stitch. You can do it by hand, but it always looks better with a machine and you'll be saving some money.
I buy the short length jeans at Old Navy and they fit me pretty well. I'm 5'3" and my inseam is about 30". Gap would most likely fit the same since their both owned by Gap Inc. and their jeans are around $30. As for lengths shorter than 30" I don't know where they have those. If you wear heels a lot you can buy your pants just an inch longer than your inseam, wear with some 2" heels and it looks great. It also give the look of a longer leg.

I'm 5"2 and have the same problem. Express has pants that come "short". I don't buy their jeans but I do buy their dress pants for work. I wear a size 4 short, and I don't have to get them tailored. It's great. Express suits are little expensive (about $225 for a suit) but it's worth it because the quality is decent and they have basic colors (black, grey, beige, brown). I am also 5' 1" and I go to Maurices. Silvers are awsome. They can be pricy but I always know I will find a pair that fit. I also have luck with the Maurices brand as well. They are a little cheaper. Another brand to try is Lucky. Also pricy but they fit. Good luck. I felt your frustration befor I started shopping at Maurices!

Lucky jeans makes Short sizes with 29 1/2 inch inseams. I'm 4'11 and they are perfect if I wear heels.

Capris or 7/8's. I find them at Old Navy, Esprit or petite departments of stores. I'm only an inch taller than you with a long torso so I really know what you mean.

Well first off y sister is 19 years old and only 5 feet tall. She buys her pants at old navy, boscovs, and also walmart AND kohls. i hope this helps! also try looking in the petites section when you go places.

im glad you asked this question. its kind of ironic because i just bought a pair of pants. theyre flair legged and since i am only 4'8" they fit me for regular length pants. for a normal size person they would strike them about mid calf
