Type of paper, and type of utensil is the media of the art.
Colored pencils are just a medium that can be used by any style of art.

Any style could. Technique (using pencils) and style (pop art, impressionism, etc.) is different from style. Colored pencil drawing is a technique, and similar to charcoal, pastel, pen and ink.
