PVC... It seems like it'd be a fall and winter thing. Most people go for the more natural materials with leathers and furs, things to keep you warm outside and still stylish when you're inside. Patent leather sweats bad and can get clammy so I don't neccesarily suggest wearing it too often in the summer and probably not even late spring because of humidity (at least where I live)

Depends on what you are talking about.
Patent leather sandals- year round, any time of day.
Patent pumps- year round, in the evenings is best.
Patent boots- fall and winter, in the evenings is best.
Patent leather clothing, I think belongs in the bedroom and Halloween only.
Men's dress shoes in patent- year round, evenings preferred unless it's a formal wedding.
Patent leather is a tricky material. Too much can look like a stripper. The rest of an outfit needs to be more demure so the flashy shoes don't give her a trashy look. And it does look better for evenings out, like going to a club, where it's expected and accepted that women wear their more revealing, attention getting clothing.
