I have a server that is used to distribute internet lines to other people (main line connected to server > server gives out a line to the switch and switch lets about 32 people connect) . I have a bandwidth of 1 MB/s. Some people uses software like DAP and limewire and takes the fullspeed leaving the other users at byts/second. Is there a software I can use to control the speed of the network.

as per my understanding you are currently using the server as a router, there are many things that can be done

1. instead of the server get a router to do this job.
2. or set group policies; block these softwares so that no one can use them over the network and in the domain unless they have permissions

Introducing a router in the network is the best solution as once u have a router u can virutally do anything (blocking sites and making the network more stable and filtered)
