If they were unable to hit a target, they were encouraged to return to base and prepare for another mission. Even the small amount of training, and the plane itself, had value in the waning days of the war.

It was also a part of the traditions of the warrior to go to death dressed for battle. The Samurai wore war helmets into battle, so the kamikaze pilots did also.

Aggie80 gave a sensible answer to which should be added that the helmet also contained headphones, linked to the aircraft's radio through which they could communicate with one another and with base (for alteration in orders, change of targets, etc..).

A much more interesting point (though I think I know why*) is the fact that they wore parachutes when, in most cases, the cockpit was externally locked in order to prevent them baling out en route to the target should they have a change of mind!

*Because the aircraft seat pan required a 'cushion', formed by the parachute, to raise the pilot to the level at which he could see out and also reach all controls.

It was part of uniform/ tradition. Flak was a problem, a helmet would offer some protection if hit. So if hit, they would still have a good chance of achieving their objective. With no helmet they would more than likely be dead.

sfc has hit the nail on the head. We live in a world where noone is capable of doing anything properly. (check out the Bush administration)
The helmet is handed out as a little bit of comfort just in case it all goes pear shaped, which it probably will.

So that they don't look like they are kamikaze pilots....lol....Anyway, must have been awful to sort of commit suicide to order (because these poor feckers didn't want to do it, they were not brainwashed into it by saying there are 30 virgins waiting for them...). The ones that returned were put into shame and made to do another one later.

in case they dont do the job right and survive,
no helmet they will be a veggie,
with a helmet they might be able to do the job right next time,
