a message pops up something about Microsoft C++ and then the cursor becomes an hourglass and rotates continuously, it only goes away when I restart the computer. This is a new computer, an HP Pavillion.

The computer is stuck in the middle of a process.
The next time it happens, This is called 'hanging'

1. on a piece of paper, copy down the exact message that is popping up.

2. Press the Ctrl/ the Alt/and the Delete buttons all at the same time.

3. This will bring up a window which will show you the processes that are running. You will also see a highlighted program. Beside one program you should see the words, NOT RESPONDING.

4. Make a note of which program this is.

5. You can get rid of that window by pushing cancel

6. The first thing I would do now is to google the error message;
whatever that message box said. Many times you can find the answer from other users just by doing this.

7. You can do the same thing at http://support.microsoft.com/

8. If you can't find any answers this way, you may want to contact the seller of the computer, or HP, the manufacturer.

NOTE: It is not usual that you get a copy of Microsoft C ++
shipped on a new computer. Did you order this program?
Are there any other programs that were added?

There may be a conflict with Microsoft C++ and a firewall or something like this. I'm only blindly guessing tho'.
