You must be specific:
a)Are you talking about Hardware design(Computer Architecture/VLSI design)?.....You would probably need an Engineering degree or a BCA to do that.
b)If you want to learn Software/Application Design,there are many Institutes like NIIT.....you probably should start with a Programming Course in Java or C/C++
