My friend is a graduate and looking for an electrical engineering job. he has been applying for months and recieved no jobs or interview requests. His CV is fine. He has little experience but has a degree.

Hmm, CV can't be that fine, otherwise he would at least have been asked for interview. OK...

Step 1 - does his degree tie up with the sort of jobs he is applying for? Perhaps a bit more detail about the subject types covered in his degree might flesh out the CV a bit?

Step 2 - sign up with a recruitment agency - for engineering jobs, his best bet is Beechwood (www.beechwoodrecruit.com) and Redwood (www.redhotjobs.com) - these guys advertise in all editions of The Engineer.

Step 3 - is he getting copies of the trade presses? You can see The Engineer at www.theengineer.co.uk, they have their own job site at theengineerjobs.co.uk. Also the Electronics Weekly might be worth a look - www.electronicsweekly.com and www.electronicsweekly.com / careermoves for their job section.

Step 4 - consider some voluntary work if possible that adds to your experience - it makes a CV look like you haven't just been hanging around, waiting for something to happen.

If he's in the US, have him apply to government contracting companies like Lockhead Martin or go straight to the Federal Government.
