To create a website, it depends on 2 bone-factors, time and money. Simply said, if you wish to save more on expenditures, you have to spend more on time, vice-versa. However, it is best to have knowledge on understanding how a website was created and functioned. It may not be crucial but at certain point, you need to do some maintenance, adjustments and modification on your web site - known as Do-It-Yourself (DIY)

As DIY web site requires you to have at least basic understanding of HTML codes, CoffeeCup software is one of the best free HTML editor where you can start polishing your skills. However, if you are building a simple project, then consider this is your best option.

For example, to have a project merely focused on information doesn’t necessarily need a state-of-the-art website. It doesn’t necessarily need advance scripts nor design complexities. A simple page will do the trick. Apart from having a website, consider blog as your option as well like Blogger or WordPress.

Hope this helps.

I assume you mean a site on the Internet (web).

First you need to have your own domain name or free URL where you can post pages.

If you buy a domain name, you will then need a web host. Once you have a host with a login and a way to upload pages (traditionally using an FTP process where you would have an FTP client installed like wsftp). Then you need an HTML editor (this can be on your desktop or a sort of pre fab tool with templates on the host's site) to create you content (pages). Then you would upload them to your directory usually using index.htm as the default name for a home page. You build links / naviagtion bar to take you to other pages within your site.

Then you canalso take the easier route and buy a domain name and host then pay someone to develop and upload your content.

1) Determine the objective of your website...whether its going to be a online photo album or a page about you and your family or a page about your passions say sports ( :) )...
2) Once you decide what you want to make it on decide what all you are going to put up
3) Once you are sure about what all you are going to put up (eg what pics, what text ..what scripts will you be using and all)..search for a good free web host which supports these features (Features such as a ftp client which will allow you to upload your pics, supports the kind of scripting you want like flash, javascript, cgi etc..)

some good ones are geocties.com,lycos.com,
bravenet.com,pages.google.com( you will need a gmail id for google pages )

4) Lot of these free web hosts provide website builders which have predefined templates to allow you create a decent website easily and quickly..if you are satisfied with that..well and good..but if you want some more customization then I suggest you get a free WYSIWYG HTML editor such as NVU ..(if you have microsoft frontpage already well and good..its quite good)..

5) Using the editor you can easily create a website ..learning a bit of HTML to improve the site appearance wont harm anything..
6) If you really want to spice up your website then i suggest you can implement some javascript ...you can learn it and do it or download the scripts from the net and put it on your site..here are some sites which have a lot of good scripts with various functionalities

1) http://www.javascriptkit.com/
2) http://www.a1javascripts.com/
3)http://www.java-scripts.net/

4) http://www.javafile.com/

get a program like MS FrontPage, and start building your website on your computer. Once you are finished, you can then deploy your website to either a free hosting service like GEOCITIES or you can pay for hosting and get your own domain name. That is too big of a question to answer. Your going to have to learn the fundamentals first. Try going to w3schools.com and learn HTML.
