You can either fix seperate locks on top and bottom doors, one incorporating the handle This will depend on which way the door opens, but is normally the bottom as they usually have an overlapping ridge which allows both to be opened at once.Or put one lock on the bottom allowing the top to be opened without unlocking the door.Secure the top and bottom to each other with internal bolts. I prefer the two lock method as I feel it safer. I also use internal bolts for extra security too! Bit of overkill maybe!

put the dead lock at the top of bottom door + handles most people like a Yale lock in the top. u can put bolts to top and bottom doors into casing for night security insurance Co's insist on 5.lever deadlocks

The door is certainly an old style experience, but has merit in some siutations. Since you ask about LOCKS I assume it's an exterior door, which is confusing, and inefficient.
Certainly some answers here are funny, and also some valid.

you have two hinges on each door and the bottom door is the door with the main lock as the top door you will close on to the bottom door and then you would use a push bolt to lock the top door to the bottom door

genuine stable doors have an overlap fixed to upper leaf . top leaf has lock and bolts if necessary
