.....Japanese. Can't I have it set English without reinstalling?. Need a help now. Possibly within the next 10 minutes.

start-> control panel-> regions and languages -> languages(middle one) English !

I am affraid you will have to re-install an english version...
I had the same problem with a japanese laptop and there was no solution.
What the other people suggested about regional settings will not do what you want unfortunately...
The good thing is that you can still use the same serial number!

Try going into control panel and choosing language (globe icon) and then making sure everything is saying 'english'. Apart from that, don't know- that would be my 1st port of call!!
