Some would define "hero" as someone who has greatly contributed to the liberation of his people from foreign oppressors. Since the Philippines has many national symbols (bird, flower, dance, etc) then there should also be a national hero. There are many heroes, patriots all who valiantly gave up their lives for the country, but the argument is who should be the one national hero, the central figure who best symbolizes the national identity.

The Filipinos later voted him as such because he not only died publicly for his country for trying to sprerad the word of hope to his fellows during the invasion of the Spanish, but he also wrote countless beautiful novels about inspiring topics. That's why his face is on the peso too!
