Getting something off your chest has to do with the relief one feels from the stress related to a matter. When one is stressed/ angry/ or emotionally upset over a subject the muscles contract and free flow of blood is constricted. It can also lead to tightness of the chest ( after all the heart is a muscle too).

When you release the stress ie. by talking to some one, resolving the issue at hand, or even shouting at a person. or punching a bag or going for a massage...you are discharging your stress. This gives way to relaxed muscles and free flow of blood leading you to feel better.

Having said that, a good judgement needs to be in place before you 'discharge'. If you are sharing a secret/concern be sure it is someone you trust. If you are lashing out at someone, its better to go for a long walk or meditate than having to cope with unwanted illwill later on ( or just passing on your stress to someone else).

oftentimes, when issues start to pile up, contrary to your principles and beliefs, yet you never said or could never say anything to present your own personal views on the subject, you have to get things off your chest, so to say, to clear the air, to justify your intentions and to let the person/s know what is really on your mind; it will usually make you feel better.....
