i mean i wants to make an application, but wants to know which internet language would not effect on the slow internet speed

None should effect internet speed.

Your question doesn't make a whole lot of sense. An internet application will be running in one of two places: The server, or the client machine.
If you are running a server app (php for instance) then the speed of your program is only affected by the speed and load of the server.
If you are running a client-side app (Java applet for instance) then the speed of your program is only affected by the speed of the client machine.
The only point at which the internet connection speed makes any difference is in the transfer of data. With a client app, the client will have to download the program before he/she can begin - on a slow connection this could take some time if the application is a large download.

It depends on your programming code, the language does not do that, there is no such thing as "Internet language", if you just have basic things, consider HTML along with Java/VBScript.
ASP.net would do a pretty good job in web applications, the only First time might be slow but not the subsequent runs.

Each individual has his own capacity or level in a certain area of knowledge. And as knowledge is infinite, no one is able to command a 100% knowledge even of one subject or thing. By the time you imagine your knowledge and understanding are perfect, new things are discovered or invented-- just as you mention in the last paragraph. No branch of knowledge or a genius can be 100% accurate: anyone,anything can be disproved in time.
