Wow. For what? And does it matter what language you study in? Might be Heidelberg, if you can study in German. Many might say La Sorbonne...can you do collegiate work in French? University of Moscow is reportedly quite good...in the Turkic world, the University of Istanbul is tops.
In the English speaking world, one would have a hard time ranking the very best universities: Oxford, Cambridge, Harvard, Yale, Princeton, Stanford, Berkeley, Chicago, and (if you're a hell of a scientist) MIT. But best for what? Unless you're in the 99th percentile in scholastic ability, there are thousands of universities that can help you to a fine education.

It depends on what you are studying. Many places publish lists of school rankings. I think those lists are fairly accurate. I think that the top 10 in are probably all almost exactly the same, and then 11-50 are probably about the same.
Basically, get a school that's highly ranked in your field. Ranked schools are the big boys. Whether your school is ranked 25 or 40 probably doesn't matter that much. It's almost impossible for the ranked schools to move up or down significantly on those lists, so I just put them in two groups. You have the Harvards and MITs, and then you have the other 'top 50.'

The best university in the world is in Bologna, in Italy. It's very old because the university was building more of 1000 years ago.
A lot of people in the word arrived in Bologna because liked studying here.
