If I feel moved to rate (rare) than I rate before answering - though if the question is REALLY poor / bad than I will not waste any further time on it.
Ditto answers. I rarely rate, but if an answer is exceptional and not just a copy and paste from bloody wikipedia, then I will sometimes vote "up". If an answer is badly wrong (not just different opinion which is fine) then I might give a thumbs down before trying to give a correct answer.
I find it most odd that people vote thumbs down when someone is simply expressing an opinion. Even comments as inoffensive as "my favourite colour is yellow" might get some berk giving it a thumbs down.
I suspect perhaps because is gives people who are in control of relatively little else, the ability to be critical and have "power" over someone else - giving them the thumbs down as a way of stroking their own egos.
Interesting question, will be fasincating to see all the replies - LOL and how they get voted!

I only ever give a thumbs up to great answers before answering myself. I don't do the thumbs down thing, every ones entitled to their own opinion whether they're asking or answering.

It all depends on whether it is a hateful question, or not, I give them thumbs down. But the other normal questions I give thumbs up.

I rarely rate the question, because if I'm answering it, it's because I like it., However I sometimes rate my fellow answerers, especialy if their answers anger or disgust me. I do that after I answer, while I am reading the other answers. I also sometimes rate the answers to my own questions. both up and down, as I see fit.
