how long does it take for a website to be upgraded?

I have been trying to log on to an online bookstore (in egypt) since september and they are still upgrading till now, how much longer do I have to wait?

CHANCES ARE THEY ARENT UPGRADING AND HAVE OTHER PROBLEMS. Many site owner's will say they are upgrading to make it seam they are still in business, when in actuality they are having serious problems and the website isnt their top concern. If it is an online company -- goto samspade.org, or whois - and find out personal infor on the domain and contact that person to see what the problem is.
