You have to be recommended BY the council and so the same qualification are required. I know ... it sucks!

I have a friend whom the council WON'T house and so he can't get a house with the housing association, he can't afford a private rented house (£54 a week) and so he faces homelessness (and he is nearly 60 and has severe arthritis and breathing problems).

He has been told that the council have to house him in emergency accomodation when he has been homeless for 6 weeks but he would never survive that long on the streets.

You were once able to phone the Housing Association direct and be put on their waiting list.. This is no longer the case both the council and Housing Association work together and offer you accommodation.. So if you go to your local council and apply for housing you will get a offer of the council which could be a housing association home or a council home. Depends on your circumstances and the area you want to live in..

there are lots of different reasons they work it out on a 'points system'
i.e if you have got 3 children and living in 1 room then you are more likely to get a place than a single person
