Neither.
Society as a whole, and individuals who submit, are to blame for the encroachment of tyranny.
Tyranny must be fought, not accepted and only people can make those choices. As individuals submit, so does society.

"We have met the enemy and they is us". There is nothing being done to us today that we aren't giving tacit approval to by idly letting it happen. the ones that "smother our freedoms tomorrow/smother our questions today" only have the power that we have handed them. But it's always much less painful to blame others ( the establishment, government, etc.) than to truly open our eyes, look in the mirror & see the true culprits looking back at us.

Non of the above. It is the masses(Subjects) who by their disunity and either their lack of collectively agreed laws or lack of the instruments to enforce those rules allow tyranny to creep in. A tyrant takes advantage of his subjects subservient nature to lord it over them.
In modern day society it is becoming increasingly difficult for tyranny to take root simply because the masses are empowered through education and are much more aware of their rights.
That means then with proper laws in place and institutionalised procedures to police the society any one attempting to smother any other persons right to freedom of expression will be curtailled.

The blame rests on the shoulders of those who cry foul, and lay blame on the "Establishment", but who fail to take up arms in defense of our country, and the freedoms, that allow the people to stand and question the very Government that guarantees your freedoms.

I think this quote about sums it up:
"Most of the harm in the world is done by good people, and not by accident, lapse, or omission. It is the result of their deliberate actions, long persevered in, which they hold to be motivated by high ideals toward virtuous ends." -- Isabel Patterson
That, and individuals who value a feeling of security (real or imagined) over freedom.

Authority is to blame for all tyranny. Without authority, there would be no tyranny.
