Run A Search On Your Computer For The File inetcpl.cpl And Delete It.....Restart Your Computer And Viola...I'd Recomend Making A Copy Of The File In Case You Wanna Change It Back....Also Note Where It Goes.....

You can't disable the Internet Options tab since it's the only thing that keeps you from wrecking your internet lifestyle. Though it's understandable, given the fact that it'll list down the number of websites you go to (which would probably includes the not so child friendly I suppose). I guess here's a solution. You can clear the website listings by clicking on the Clear History button so that the preset websites will be wiped out, but that doesn't clear your favorites. Removing the links from your favorite websites also helps if you feel the need for privacy. You may also want to set your Windows with you as administrator, and set certain restrictions for other users (Guests) from viewing your files and such and enabling a password will help as well.

What do you want to disable?
The internet option shows you the options. It is not something you can disable itself. However you can stop someone from changing the options you can set as an administrator.

This can be done only by the network administrator when the computer is a client of a domain (in a client-server network). It is not possible in case of a stand alone PC or in a workgroup (p2p network).
