Panda means "eater of bamboo" and there are 2 types. The red panda was actually discovered and named first, then the giant panda. They aren't really related, they were just given similar names based on their diet. Red pandas were once considered to be relatives of the raccoon (Family Procyonidae not Mustelidae, those are skunks/weasels/otters, though they are in the same superfamily) but they are currently considered to be in a family of their own (Ailuridae). No one really knows for sure where to stick them though, and taxonomy is constantly changing.

Yes.
Red Panda's are smaller, and look more like racoons with a Panda face, and a red fur coat, but are known in China as Red Pandas.

No, Pandas are NOT bears.
They are more closely related to red pandas.
They are both in the same family called Ailuropodidae.
They are related to bears and raccoons, but distantly so.
So you are all sort of right, in one aspect or another.
