use the edit command in the command prompt or ms-dos mode. type edit. you will get a rudimentary style notepad. to go to the menu bar just press the key.

OK - ask your question again. Its not right.

MOS and DOS are Operating Systems. You do not open them. Thats like saying "how do i drink the building".
