No, and it's not just in Seattle, it's a Washington State Law. The only places that do not have to follow this law are tribal lands, because they are considered a sovereign nation. I'd recommend driving to either Tulalip, Muckleshoot or the Emerald Queen casinos. They all have bars and restaurants inside and you can smoke as much as you want to.

You are not allowed to smoke inside any building except your own house. You must smoke at least 25 feet away from any entrance so if you want to go to a club make sure you park your car close enough you butt is standing in the cold.

No where no how. We've gone California.
People smoke on the street everywhere, however, most businesses and public buildings have their "No Smoking Within 25 feet of this building" or "15 Feet" signs posted. Seattle is trying to build a healthier image, but believe me the people are still smoking. Most people just go outside at the bars, and wait until after dining, when they leave to smoke.
No smoking indoors here. You just have to train yourself in Seattle to either wait inside or walk outside.
It's bitter cold on the Sound right now so you'll have to take your chances of course.

There is no smoking inside.
Some bars are nice though and have set up little areas outside with cover and heaters. Indian casinos still have smoking, you can smoke anywhere there (except the no smoking area) they even have ashtrays in the bathroom.
If there isn't a designated smoking place at the bar just go outside and walk a little about 25 feet away from the entrance. It sucks but what are you going do?

No where here can you smoke in a building, other than your house. It's 25 feet from the front of a building.
I like the law, just for my kids' sake so they don't have to be exposed to smoke, although it wasn't for that much time in the first place. And I hate cigarette smoke.
But I see no point in having no smoking in a bar! It makes no sense whatsoever!
Smoke on smokers! (in your designated areas!) :)
