It is evident that you have a computer with internet. Play Yahoo's online chess. Play against highly rated people to know where you stand. Fine tune your skills online. You could also try gameknot.com for free tournaments. You have to pay for Yahoo's premier tournaments. Use these links. You can even check Google for something.
Read the newspaper everyday. Ask around or request people to inform you if there is a competition in your state or city.

the best guide would be CHESS MATE a magazine for chess lovers.I used to play chess but now i am out of practice since 3 years!!!i played at the international level(parvanath tournament,delhi)and chess mate gives u info about all tournaments even being held abroad.......
