Minnie Riperton. Her command of the whistle register was even more impressive than Mariah Carey's. Mariah cites Minnie as one of her influences. Most people don't know because her only song they know is Lovin' You. Listen to "here we go" and "inside my love" as well as others.
Also, unlike most singers in that range, she was able to pronounce (ennunciate) words at as high as two octaves above the staff. Most singers cannot form words when they get that high.

Patsy Cline. Why? Listen to an old recording of hers. Done totally without any effects. The live TV broadcasts were awesome. What gets me about her is that I almost start to cry because I can feel the pain she's feeling when she is singing.

That would completely depend on the style of music. The first actual rap song was actually by Blondie! I'd say the best (different styles, mind you) would be Dolly Parton, Etta James, Patsy Cline and my personal favorite, Nina Simone.

The late Karen Carpenter would be my first choice. My second choice would be Anne Murray. Both singers knew the range of their voice and didn't "overdo" it.
